APc: The Woolcott paper

Last Friday we ran Graeme Dobell's description and commentary on Prime Ministerial envoy Richard Woolcott's concept paper for an Asia Pacific community, prepared for discussion at a one-and-a-half track conference to be held in Sydney in December. As Graeme reported, the paper has been circulated to embassies and is due to be made public by the Department of Foreign Affairs in a couple of weeks.

But with Richard Woolcott's permission, here's an early look at the document.
